ANNOUNCEMENT

Bormio, ITALY - January 21 – 23     2000 - Palaghiaccio BRAULIO

The Italian Ice Sport Federation has the honour and the pleasure to invite you to take part in the 2000
EUROPEAN  SHORT TRACK  SPEED SKATING CHAMPIONSHIPS

Which will be held from

Friday, January 21  until  Sunday, January 23   2000
In accordance with the 1998 ISU Regulations at

ENTRIES

Participation is open to the European ISU Members who may enter skaters for individual competition in accordance with Rule 287 paragraph 2a (see recent ISU Communication N  1034).

The following Members may enter 3 competitors:

Ladies
Bulgaria
Great Britain
Italy
Netherlands
Russia
Men
France
Germany
Great Britain
Italy
Netherlands

All European ISU Members may enter a team per category in the relay events, in accordance with Rule 287, paragraph 2c.

Preliminary entries, with provisional names if possible must reach the Organizing Committee on December 24, 1999 at the latest and should contain the following information:

  Name of the ISU Member making the entry.
  Number of competitors.
  Itinerary.

Final entries must reach the Organizing Committee on January 16, 2000 at the latest and must contain the following information:

  Name of the ISU Member making the entry.
  Surname, Name, sex of the competitors and accompanying officials.
  Travel details (date, place, flight number and time of arrival and departure.
  Colour specification of the skating uniforms.

Post entries are not allowed
The names of the substitutes must be given with the final entry.
 


TRACK

The track is an artificial refrigerated indoor ice surface with the measures 60x30 meters, protective padding will cover the boards in accordance with Rule 280, paragraph 5 and ISU Communication 1019. The standard track 111,12 meters to the lap with measured curves of 8,50 meters and there will be 7 markers used to establish the curve. The length of the straight is 28,85m. Besides the original track there will be 4 tracks set up to preserve good ice conditions. For all tracks one finish line will be used.

LIABILITY

The Organizing Committee declines all responsibility for any loss or damage on person or equipment  before, during or after the competition. The competitors are requested to cover insurance themselves.
 

CONDITIONS of CONTEST

The distance for European Short Track Speed Skating Championships are 500, 1000, 1500, and 3000 meters for ladies and men.
The distance for relay will be 3000 meters for ladies and 5000 meters for men, according to Rule 287, paragraph 1a.
 

DRAWING PROCEDURE

A draw to determine the starting order of the races of the first qualifying round will be held on Thursday, 20 January 2000 at 5.30 p.m.
 

POINT SCORING

Points will be awarded in the final races only. No points will be awarded to skaters or teams in case of disqualification or failing to finish the race. The points 34, 21,13, 8, 5, 3, 2, and 1 are awarded in descending order.
For each of the distances a classification will be made according to Rule 282, paragraph 5.
Only the top 8 final point scorers and ties on the 8th position, on basis of the final points after the previous finals, are eligible to compete in the 3000 meters final (see Rule 287, paragraph 4a).
The winner is the skater having attained the highest rank according to Rule 282, paragraph 5e) and f), at the conclusion of the Championships.

1.00 p.m.  1000 meters   heats,  1/4  finals,  semi-finals and finals
   3000 meters final
   Relay final
 

WINNERS    TITLES  and  MEDALS

The winners of the European Short Track Speed Skating Championships will bear the title:
European Short Track Speed Skating Champion for 2000
Lady  European Short Track Speed Skating Champion for 2000
European Relay Champions for 2000
Lady  European Relay Champions for 2000
 

DOPING  CONTROL

Doping  tests will be made in accordance  with Rule 139,  the current ISU Doping Communication      N  1030 and the Memorandum for Short Track Speed Skating Championships.
 

MEDICAL  ASSISTANCE

Doctor and paramedical personnel will be present at the competition days. An ambulance will be on standby in case of need.
 

TRANSPORTATION

The Organizing Committee will provide transportation from Milan airport to the hotel and return.
 

BOARD  and  LODGING

The Organizing Committee will provide board and lodging at designated hotels close to the ice rink for the participating skaters and 1 team leader for each participating Member, beginning with lunch on Thursday January 20, until lunch Monday January 24, if the competitors leave in the afternoon.
All additional expenses for room and meals, except for the period of the Championships shall be borne by the Member concerned.
Teams having more participants than the official teams (5 ladies + 5 men + 1 team leader = 11 persons) must pay for their extra persons staying to the Organizing Committee upon arrival.
